A man who tried to hook a convicted prostitute up to a dog collar, attached to a heavy chain in his wall, will serve 45 years in state prison for aggravated kidnapping, an Orange County jury decided Wednesday.
Evidence and testimony in the trial of Carl Edward Frank, 53, showed he picked up the woman at a convenience store in Beaumont and took her back to his house.
Frank, of Vidor, then changed into dark pink women's panties, cut to resemble a bikini-style, and asked the woman to put on black and white striped bikini panties, officials said. Orange County deputies later found child-sized girl panties in the house, though he had no children.
He also had a dog collar attached to a heavy chain in the house. A hole was cut through two walls and the chain was wrapped around a wooden wall stud. The chain was long enough to reach the bedroom and bathroom.
After the woman left the house, the man tried to get two Vidor girls, ages 12 and 13, into his van, according to testimony. A nearby woman ran him off.
Testimony about the van showed Frank had blacked out the back windows and had a locked metal gate separating the front seats from the back. Cardboard covered the metal so the back couldn't be seen from the front.
Frank is currently in prison serving a five-year sentence for evading arrest in Beaumont for a high-speed chase in September 2007.
